Todd’s areas of expertise are pharmacy and Medicare Part D, working with nearly all types of stakeholders across both market segments. Key stakeholder types with whom Todd has worked include pharmacy benefit managers (PBMs), retail / long-term care (LTC) pharmacies, health plans, and employers. Todd supports these stakeholders by providing analysis-driven strategic advice, guiding product implementations, and helping operationally.
While at Milliman, Todd has assisted many different clients on a wide variety of projects, including:
- Medicare bid strategy and actuarial support, including serving as a certifying actuary
- Employer Group Waiver Plan (EGWP) implementation and operations
- Formulary analysis and decision support, including utilization management evaluation
- Medicare Stars program evaluation and forecasting
Todd remains active in ongoing research, serving as a leader in model development to help clients make formulary decisions and in understanding product pricing related to EGWPs. He also provides traditional actuarial services to clients, such as pricing, reserving, underwriting model evaluation, and clinical program / product assessments.
Prior to Milliman, Todd worked as a software and systems engineer in the defense industry developing / testing algorithms, performing / overseeing simulations, and engaging in the full software development life cycle.
